On September 29, 2026, US chemical giant Westlake Corporation issued an announcement confirming the permanent shutdown of its polyvinyl chloride (PVC) facility in Cologne, Germany. Full production operations are expected to cease by Q1 2027.

The Cologne plant boasts an annual PVC capacity of 165 000 tonnes, with around 120 on‑site shop‑floor employees affected. The company will record a total pre‑tax charge of approximately USD 205 million, comprising roughly USD 100 million in cash restructuring costs and USD 105 million in non‑cash fixed‑asset impairment. These charges will be recognised across the 2026 and 2027 financial statements.

This move is not an isolated case. Westlake stated it will redirect resources to its integrated site in Wilhelmshaven, Germany. The Wilhelmshaven complex features dedicated dock berths and larger‑scale production units, delivering materially better per‑ton manufacturing costs and logistical performance compared with the inland legacy Cologne plant. Rather than a temporary halt, the Cologne closure represents physical supply‑side removal within Europe’s basic bulk‑chemical sector.

Viewed in a broader industrial context, the shutdown exemplifies the systemic contraction unfolding across Europe’s chlor‑alkali industry.

In its July 2026 report, Germany’s Chemical Industry Association (VCI) revised down its full‑year output forecast for the chemical‑pharmaceutical sector to a 1.5 % year‑on‑year decline. H1 output fell 3 % year‑on‑year, while capacity utilisation lingered within the 75‑78 % range. Around half of surveyed firms plan to scale back domestic German investment between 2026 and 2027, and more than one‑third are considering shifting part or all of their investment overseas.
