On August 4, 2026, the UK Trade Remedies Authority (TRA) issued an official notice to launch an anti-dumping investigation into suspension polyvinyl chloride (S-PVC) imported from China, South Korea and Mexico. Following India, Pakistan, Thailand and South Korea, the UK has become another jurisdiction joining the restrictive campaign targeting Chinese PVC products.
The investigation application was filed by INOVYN ChlorVinyls Ltd, a subsidiary of UK-based S-PVC manufacturer INEOS. INEOS operates an S-PVC production plant in Newton Aycliffe, Northeast England, alongside multiple manufacturing sites in Cheshire.
Direct Impacts on China’s PVC Exports
Export statistics show China only shipped 18,700 tonnes of PVC to the UK in 2025, compared with merely 120 tonnes in 2024, 238 tonnes in 2023 and 661 tonnes in 2022. This probe will have limited overall disruption to China’s PVC export landscape.
Notably, INEOS filed a parallel anti-dumping application covering PVC with the European Commission while submitting the UK TRA request, though the EU has not yet opened a formal investigation. China’s PVC exports to the EU (including the UK) hit 98,600 tonnes in 2025, a sharp jump from just 7,300 tonnes recorded in 2024, representing a substantial year-on-year export surge to the bloc.
