New Trade Barriers Hit PE, PP and PET Exports as Brazil and Vietnam Roll Out New Measures; Divergent Market Moves: PA Rises up to RMB 300/ton, POM Plunges RMB 500/ton

Brazil and Vietnam Introduce New Restrictions, Creating Headwinds for PE, PP and PET Exports

Chinese plastic raw‑material exports have encountered fresh trade barriers this week.

Brazil’s Foreign Trade Chamber issued a resolution to temporarily raise import tariffs for 28 categories of chemical products, with most tariff rates increased to 20 %. The measure will take effect on October 17 for a 12‑month validity period. Affected plastic grades include LDPE (low‑density polyethylene), HDPE (high‑density polyethylene), unfilled polypropylene and PET. In the absence of a China‑Brazil free‑trade agreement, Chinese exports will be subject to the new tariff rates, significantly eroding their price competitiveness in the Brazilian market.

On October 13, Vietnam’s Ministry of Industry and Trade released the final ruling of the anti‑dumping sunset review on polyester filament yarn originating in China. Existing anti‑dumping duties will remain in force at rates ranging from 3.36 % to 17.45 %. The ruling becomes effective October 16 with a five‑year validity term.

Tosoh Acquires Asahi Kasei’s 50 % Stake in Nanyo Kasei to Secure Stable HDI Monomer Supply

October 13 — Tosoh has agreed to purchase the entire 50 % equity interest held by Asahi Kasei in Nanyo Kasei Co., Ltd., turning the joint venture into a wholly‑owned subsidiary.

Nanyo Kasei was founded in 1980 as a 50‑50 joint venture between Nippon Polyurethane Industry (present‑day Tosoh) and Asahi Kasei to produce HDI monomer. Under the existing operating model, Tosoh and Asahi Kasei supply raw materials, and each takes delivery of HDI monomer manufactured by Nanyo Kasei. With this acquisition, Tosoh will take full ownership of Nanyo Kasei.
